I suspect the Windows SBS 2008 origins of the domain have something to do with this only because of the total pain that OS has been since 2008! It continues to be a plague on the domain. The affected users can shutdown/restart from the command prompt and they can shutdown/restart after sighing out of Windows. It also does not matter if it is Windows 7, Windows 10 (1607) or Windows 10 (1703).
The settings are the same no matter which domain computer they sign on to.
